Austin becomes the official headquarters of car2go North America LLC, a wholly-owned subsidiary of Daimler. The first pilot phase starts with 200 smart fortwo vehicles and a defined group of users. The car2go system is straightforward. 200 smart fortwo vehicles are made available within the city for all registered car2go members. This fleet of vehicles can be accessed 24/7. After a one-time registration process, the customers can use the service on the spot by accessing any available vehicle on the street, or can book in advance through the online reservation process. One significant difference from traditional car-sharing programs is that car2go offers cars on demand and the customers may use the vehicle for as long as they like, without committing to a specific return time. Furthermore, car2go allows users to make one way trips. Charges are not based on distance, but on time — with rates starting by the minute.

Progress at Oak Knoll — buildings coming down

Lehman Brothers will spend $3.7 million to complete the demolition of more than 90 buildings at the former Oak Knoll naval base that are targets for vandals and squatters, the Oakland City Attorney’s Office announced last week.
Lehman, the bankrupt financial partner of SunCal Companies in the planned 960-unit residential development project in the East Oakland hills, agreed to release the money after touring the site last month with city officials and the Oakland fire marshal.
The company already has released $550,000 to pay for security guards, repair fencing around the 167-acre site and to hire goat herds to clear the overgrown brush that represents a serious fire hazard to neighboring communities.
Contractors will remove asbestos, trash and debris from barracks, homes, garages and other structures — all of which have been stripped of metal and wiring and heavily vandalized since SunCal abandoned the property last year. The buildings will be leveled.
The contractor will remove asbestos from several floors of the large hospital building and better secure the historic Club Knoll building, which has also been vandalized. The club was supposed to be renovated and reopened for public use as part of the residential development.
The agreement must be approved by SunCal’s bankruptcy court, which is expected to happen fairly quickly, said Alex Katz, spokesman for the city attorney. The work could begin within a couple of weeks.
Oakland has $6.7 million in claims against Lehman Brothers in U.S. Bankruptcy Court in New York, but Katz said the results are what counts.

(HCHD), Texas’ $298.3 million of outstanding series 2007A and 2007B

USAA Backs Bills Calling for State Bans on Handheld Cell Phone Use While Driving

SAN ANTONIO — USAA, a leading financial services provider for the military community,
today announced it would advocate for federal legislation that would
incent states to adopt laws prohibiting the use of handheld
communications devices, a practice some have suggested is even more
dangerous than driving under the influence of alcohol.
As a financial services organization that provides auto insurance, we
see the tragic consequences of car crashes every day, said Stuart
Parker, president of USAA Property and Casualty Insurance Group. Its
clear that using handheld devices makes driving more dangerous for the
user and other drivers, so USAA is fighting for laws to control this
dangerous practice. Parker pointed to a National Highway Traffic Safety
Administration estimate that driver distraction of all kinds contributes
to 25 percent of all police-reported traffic crashes and a July 2009 Car
and Driver test that showed texting reduced drivers reaction times
even more than alcohol impairment.
Parker said USAA supports legislation by Sens. Jay Rockefeller (D WV)
and Kay Bailey Hutchison (R TX) that would provide grants to states
that ban the use of handheld communications devices, as well as
legislation by Sen. Chuck Schumer (D NY) that would withhold federal
highway funds from states that fail to adopt such bans. Both bills,
which were recently reviewed by the Senate Commerce Committee, would
allow the use of hands-free devices. Parker said USAA would advocate for
passage of the legislation and provide information about the bills to
USAA members.
The increase in the use of handheld devices means a higher level of
distracted driving that will make our streets and highways more and more
dangerous until we do something about it, Parker said. USAA is eager
to be a part of the solution to this problem.
USAAs stance on handheld communication devices also extends to its
corporate policies that prohibit drivers of USAA vehicles from
initiating calls or writing, sending or reading electronic messages.
Additionally, USAAs five U.S. campuses include traffic signs informing
employees and visitors to use only hands-free communication devices, a
